Is it Illegal to Be the Chief of Police if you Did not Go to the Police Academy?

Who can file charges against a Mayor that says they are the Chief of Police and One Year and One Day and a whole lot more has past and the Mayor had NOT went to the Police Academy. Is this against the Montana Codes?

Can You File under the Criminal Code? Can you press Criminal Charges? If a Mayor is the Chief of Police and has not went to the Police Academy, know the laws the police must abide by or be able to enforce those laws then does this not put the Tax Paying Citizens of Eureka Montana at Risk?
