City of Hardin and surrounding area is now becoming a police state!
Is this Stuff Really True.. Sure do hear alot about it.. ??? I mean Marshall Law, Imprisonment, Quarantined to Your State, all because you won't take a Deadly Vaccine?? Why don't they just poison us MORE from Airplanes and Kill us all.. why torture us first..???

THE SHAKING HAS BEGUN!
Dear Intercessors,
Things are moving so quickly and we are out of time! The spirit of Pharaoh has entered our land! We have found out that our little town of Hardin is the 'test town' for President Obama’s new law to privatize the police force of local communities. Last night, the city council voted to disband our sheriff’s department and to bring in a private security company to police the town.
Interestingly, earlier in the day, the mayor when asked in an interview about the privatization of our police department completely denied it and said that would not be done with out a council meeting. Then that evening, a council meeting was held in regards to that very thing. At the beginning of this month, our local prison signed an agreement with the American Police Force which is a subsidiary of a larger private security force that the U.S. used in the Iraq war and Hurricane Katrina.
Yesterday, a convoy of twelve 'blacked out' Mercedes Benz SUV’s were brought into town. They were already painted with Hardin’s colors and ‘Hardin Police Force’ was already painted on them! Hardin’s sheriff’s department will no longer be in operation after the month of October. During October, the Sheriff’s Department is to train this new security force in all the logistics of running the town of Hardin. If you go on the American Police Force site, you might notice that the logo they use is actually a Russian logo. I have been told that the man who came with this new security force as the captain, has a thick Russian accent.
Earlier this month, in an interview in regards to this Hardin prison and the training center that they are planning to build, we were told that seventy five percent of the security officers that were to be trained would be ‘international’.
This private security force is already patrolling the town. They had several people stopped yesterday. Also, it appears that they are building some type of heavy duty gate at the entrances of our town.
In an interview, the American Police Force security has stated that they will stay here one month to assess the population and then they will make their permanent base here. They said they are scouting out thirty towns in the U.S. but that Hardin is the first. Also, President Obama has authorized and signed a bill for full government funding of the privatization of the police departments throughout the U.S. By the end of October, it is their plan to have all major cities locked down!
In an interview with one of the city council members, he stated that this new H1N1 shot which has not been tested will be mandatory and if a resident of our town refuses, they will be taken to our prison where they will be quarantined. A federal law has been passed that makes it mandatory that all health care workers have to take this new shot. If they do not, they will automatically loose their jobs.
The new federal law that is in place makes gives you four choices in regards to this new shot. One, you can voluntarily take it or you can refuse and be taken to a place to be quarantined, or as an alternative; if you refuse, you can have a chip placed in you to track you or a tracking bracelet which cannot be taken off. The state borders will be manned and locked down in the near future in regards to this mandatory shot.
I am also told by a reliable source that today one of the managers at a local business in Hardin was visited by this new private security force which is now the new Hardin Police Department. He is an avid hunter and they came to inform him that they had a list of all fire arms that he owned; this includes all the residents of our town, and that he would need to take his guns down to have them put a marking device on them.
Also, today, one of the main streets in Hardin was completely blocked off and they have been setting up information booths where they are passing out pamphlets with information on this new H1N1 shot.
Intercessors, I am not making up any of this information! You can go on the internet and verify most of this information from KULR 8, MSNBC or Fox news. Things have changed so quickly in the last 24 hours! Things are not and will never be the same. We are indeed going into the prophesied 'four years of captivity for America'. I believe we are about to enter into a time of persecution that the Church in America has never known! We must prepare! The good news is that this is also the time when the Glory of God will manifest itself in a way we have never known!

Montana Town Occupied By Private Paramilitary Security Force
"A private security force whose biggest role is helping the U.S. government to “combat terrorism” is now patrolling the streets of a town in Montana, acting as law enforcement but accountable to nobody and operating completely outside the limitations of the U.S. constitution in a chilling throwback to the brownshirts of Nazi Germany.

What is this, 3 Country Alliance.. ? Global Commerce ? Does it Have Anything to Do With You?
Kind of like the Super Highway that Was Being Build a Few Years back to connect commerce from Mexico and Up through Canada Right?
Seems like a Good Plan, 3 Countries Join Forces... Last Summer we heard of that Alliance between the US and Canada with their Military, we kind of already new that here in Eureka as we really did see Missiles fly North over Mt. Ksanka. Seems like a sensible and natural alliance to me. We are a Global Market anyway, and we all have each others problems. I just don't know if there is enough talk about it is all to the taxpayers to let you in on what it is all about...

Last Summer we heard of that Alliance between the US and Canada with their Military, we kind of already new that here in Eureka as we really did see Missiles fly North over Mt. Ksanka. Seems like a sensible and natural alliance to me. We are a Global Market anyway, and we all have each others problems. I just don't know if there is enough talk about it is all to the taxpayers to let you in on what it is all about...

I am literally flooded with stories, more then I ever truly wanted to know. The thing is at this point do I deny those reaching out of the Darkness for me to give them voice to make my life easier? Or do I press on and tell their story?

It is so heartening and utterly breathtaking to me when someone calls me, emails me, stops me in the street and tells me that I am their Angel.
When people email me and tell me how much of a difference I have made in speaking about things in Eureka that they were ignored on a decade ago, young woman moved on now with families of their own, reaching out to Thank Me for talking about the Rapes here, and the Horrible acts on Young woman, so many woman from over the last decade that have experienced a Total Lack of Justice and Being heard HERE in Eureka after they were Sexually Violated and Beaten, and some by members of their own household.. they reach out and a HUGE weight is taken from them simply by me speaking out about this happening to other woman, here and now.
For the most part at the Fair, though Most were afraid of being "Killed" or their Livelihood taken, so they did not Sign the Recall.. but they Reached Out, Hundreds of people daily by our booth and most of them, ya Know.. they Heard Us, and the told us story after story.. and they thanked us for listening for giving voice to what they have suffered over in darkness year after year.. and in that little Ray of Hope we have given so many.. in that The Recall Efforts and this Blog is the greatest hope that many have had in a long time..
The most shocking thing to me after 1100 posts, that people will Read this Blog, will hang on my every word just to Slam me for it, Hate me for it, Threaten me for it, when they could simply NOT read it...

FBI Used to Raid Small Data Centers,
"If you run a data center, please be aware that in our great country, the FBI can come into your place of business at any time and take whatever they want, with no reason," Simpson wrote.
The FBI on Tuesday defended its raids on at least two data centers in Texas, in which agents carted out equipment and disrupted service to hundreds of businesses.
The raids were part of an investigation prompted by complaints from AT&T and Verizon about unpaid bills allegedly owed by some data center customers, according to court records. One data center owner charges that the telecoms are using the FBI to collect debts that should be resolved in civil court. But on Tuesday, an FBI spokesman disputed that charge.
"We wouldn’t be looking at it if it was a civil matter," says Mark White, spokesman for the FBI’s Dallas office. "And a judge wouldn’t sign a federal search warrant if there wasn’t probable cause to believe that a fraud took place and that the equipment we asked to seize had evidence pertaining to the criminal violation."
In interviews with Threat Level, companies affected by the raids say they’ve lost millions of dollars in equipment and business after the FBI hauled off gear belonging to phone and VoIP providers, a credit card processing company and other businesses that housed equipment at the centers. Nobody has been charged in the FBI’s investigation.
According to the owner of one co-location facility, Crydon Technology, which was raided on March 12, FBI agents seized about 220 servers belonging to him and his customers, as well as routers, switches, cabinets for storing servers and even power strips. Authorities also raided his home, where they seized eight iPods, some belonging to his three children, five XBoxes, a PlayStation3 system and a Wii gaming console, among other equipment.
Agents also seized about $200,000 from the owner’s business accounts, $1,000 from his teenage daughter’s account and more than $10,000 in a personal bank account belonging to the elderly mother of his former comptroller.
Mike Faulkner, owner of Crydon, says the seizure has resulted in him losing millions of dollars in revenue. It’s also put many of his customers out of business or at risk of closure.
The raids are the result of complaints filed by AT&T and Verizon about small VoIP service providers whom the telecoms say owe them money for connectivity services. But instead of focusing the raid on those companies, Faulkner and others say the FBI vacuumed up equipment and data belonging to hundreds of unrelated businesses.
In addition to Crydon, the data center of Core IP Networks was raided last week. Customers who went to Core IP to try to retrieve their equipment were threatened with arrest, according to an announcement posted online by the company’s CEO, Matthew Simpson. According to Simpson, the FBI is investigating a company that purchased services from Core IP in the past but had never co-located equipment at Core IP’s address. Simpson reported that 50 businesses lost access to their e-mail and data as a result of the raid. Some of those clients are phone companies, and the loss of their equipment has meant that some of their customers lost emergency 911 access.

It alleges that a number of conspirators, some of who may have connections to Faulkner, conspired to obtain agreements from AT&T and Verizon to purchase connectivity services with the telecoms. Several documents used to provide proof of business ownership and financial stability were forged, according to the affidavit.
For example, the affidavit claims that one of the conspirators named Ronald Northern sent AT&T a bill from Verizon to show that he had a history of paying for services on time. The bill was allegedly forged with Verizon’s logo — which the company is claiming is a trademark infringement — and that the corporation number the conspirator used actually belonged to a different Verizon customer.

Lincoln County Taxes Gone Mad - As a Real Estate Broker Owner I Say the New Tax Values are Flat Out Lies on an Already Beaten County, What Next?
We are in a Time of Foreclosure, we Have No Real Jobs - the last Mill Shut Down, Real Estate is Plummeting unless it is on a Lake.
Sad, Sick but very True. Even though a Year ago the Association of Realtors was telling you it is a Good Time to Buy we are seeing a sad state of affairs in the Local Real Estate Market.
Real Estate Buyers are few and far between, and The County is Raising Values.. what Could Possibly be the Cruel, UnJust Motive for This?
Shocking that your Lincoln County Government has Doubled, in many cases the assessed values of Your Real Estate, so they can Tax you more.
I get calls, Emails and Comments on this topic often and the numbers are rising. People are VERY pissed off, many do not live here. It is hard to imagine how in a time of Economic Free Fall that Lincoln County Montana could be Booming, well those of you calling me from other States, know this, we are NOT booming, we are in a crisis on many fronts. The County Raising your Values and Raising your Taxes is UnEthical, Immoral and Should Certainly be Illegal. However, Lincoln County Montana is above the Law, above Morals and has no Room for the Truth.
So when you call me to ask if I think I can sell a 9 acres parcel far, far away from electric, way up in the boon docks for $158,000 - well I say to you NO WAY. Not even a A year ago, not even 2 years ago as the County is certainly lying to you when they say they are going by last years values.. this is Bull and is Only to Line the Politicians Pockets.
Also with this, Lincoln County Montana has approved so many subdivision that 90% are seeing your Value Plummet based on Basic Economics 101 which is Supply and Demand. Now the Motive, well let's see, no jobs, buyers are scarce, the Economy is in the tank.. hmmm.. well a Hundred acre parcel has a relatively low tax value RIGHT?
and Can even Be considered agricultural Right? The Smaller lots have a bigger tax, I got a delinquent tax list a year ago and it was 7 inches thick, many local Realtors and Developers were on that list.
You see the County wants their taxes so they can fit more money in the budget for them, for Commissioners, for Ex-Commissioners with Fake Titles and Loud Mouths, and to fund all their little jobs and contracts for friends and family while they create no jobs for Lincoln County.
I have been to MANY subdivision meetings where most everyone in the Room did not want the Subdivision, though they had Open Meeting to talk about as per State Laws, they never even considered denying it.. ... the People go to these Meetings in Vain.
The County is Sending out these Play Pretend Land - Real Estate Values to Tax you Big time, when your already losing everything. Where and from Whom are they justifying these Flat Out Lies.
Are they going by Like Kind, I mean where is the County Getting these OUTRAGEOUS, and Fraudulent, Land Values that are so much higher then last year. On top of Real Estate Plummeting. There is something very wrong and very corrupt going on. You need to Stand up, Call the County Tax Assessor and Throw a Fit, this is not fair. Demand that they Re-Assess and do it with some dignity and some accuracy.
Your new Land Assessment, Tax Values is Political, it cannot be real in any way.
It use to be that "assessed values" were more then 30% below the actual market, this was the "assessed value" and how it worked. Now the new tax assessments, in many cases are over 50% of what the property would sell for in the Current Market. This is Wrong.

So when you call me to ask if I think I can sell a 9 acres parcel far, far away from electric, way up in the boon docks for $158,000 - well I say to you NO WAY. Not even a A year ago, not even 2 years ago as the County is certainly lying to you when they say they are going by last years values.. this is Bull and is Only to Line the Politicians Pockets.
Also with this, Lincoln County Montana has approved so many subdivision that 90% are seeing your Value Plummet based on Basic Economics 101 which is Supply and Demand. Now the Motive, well let's see, no jobs, buyers are scarce, the Economy is in the tank.. hmmm.. well a Hundred acre parcel has a relatively low tax value RIGHT?
and Can even Be considered agricultural Right? The Smaller lots have a bigger tax, I got a delinquent tax list a year ago and it was 7 inches thick, many local Realtors and Developers were on that list.
You see the County wants their taxes so they can fit more money in the budget for them, for Commissioners, for Ex-Commissioners with Fake Titles and Loud Mouths, and to fund all their little jobs and contracts for friends and family while they create no jobs for Lincoln County.
I have been to MANY subdivision meetings where most everyone in the Room did not want the Subdivision, though they had Open Meeting to talk about as per State Laws, they never even considered denying it.. ... the People go to these Meetings in Vain.
The County is Sending out these Play Pretend Land - Real Estate Values to Tax you Big time, when your already losing everything. Where and from Whom are they justifying these Flat Out Lies.
Are they going by Like Kind, I mean where is the County Getting these OUTRAGEOUS, and Fraudulent, Land Values that are so much higher then last year. On top of Real Estate Plummeting. There is something very wrong and very corrupt going on. You need to Stand up, Call the County Tax Assessor and Throw a Fit, this is not fair. Demand that they Re-Assess and do it with some dignity and some accuracy.
Your new Land Assessment, Tax Values is Political, it cannot be real in any way.
It use to be that "assessed values" were more then 30% below the actual market, this was the "assessed value" and how it worked. Now the new tax assessments, in many cases are over 50% of what the property would sell for in the Current Market. This is Wrong.

Why Do We Fear the Word Militia? What Does it Mean Anyway? And Who is Feeding you this FEAR?
I don't Know, Sounds Scary to Me. SO Many Years the Media around me here in Eureka Montana has made me fear the Word Militia. I did not know what the word meant, I did not care to ask anyone, ALL I needed to know was that Local Newsprint and Media seemed to have Great "Issue" with so, well then Me Too. Thinking for Myself Did not Really Seem to Be an Option Back Then. The Word on the Street about anything associated with "Militia" was that it is "Anti-Government" - well what exactly is that? Does that mean you don't agree with all the Government Tells you, asks of YOU, Flat Out Demands of You.. I don't know anyone that agrees with EVERYTHING the Government Does, so I guess everyone is, well, Anti-Government.
So does Anti-Government mean some sort of Fear to the People, that some group of Psycho Vigilante Citizens is going to overthrow local government? Like What, the Commissioners, .. the Governor.. maybe the Mayor? I mean Really.
What is the Real Fear to all this?
Is Militia about Hate, about Fear? Is Militia about Citizens Carrying Guns and What? I just don't really get the fear that we are fed on this topic. Being a Truth Seeker and Promoting the Truth on My Sites, I must find out what is this Mysterious Militia and I must Encourage you to Find out For yourself..

The Lincoln County Sheriff’s Office and Libby Police Department are working their way up to a full force, good news in a county that has experienced law-enforcement shortages.“It’s tough on everyone,” said Capt. Roby Bowe of the sheriff’s office.
“We have more call-outs and more overtime.” The sheriff’s office employs roughly 20 officers, according to Bowe, and had two vacancies up until recently. One deputy will finish field training in a month, Bowe said, and a second officer has been tentatively hired to become the Troy deputy. It will take the newest hire six to seven months to go through the academy ( NOTE from Web-Mistress..- Folks YOU Pay for THIS .. they pick the person that Gets the 17$ an hour Job and get's YOUR Free Training, then they get to USE it Against YOU..) and complete field training.In the meantime, Libby deputies have been scheduled for the Troy area “to be on-call and be noticeable,” Bowe said.
The Libby Police Department was hard-hit last month when two officers and the chief of police resigned in practically the same week. However, two new officers have been hired since then, and interviews for a third officer – paid for through stimulus funding – are expected to occur this week or next week.
The city is still seeking a chief of police as only one applicant surfaced after the first month long search. Mayor Doug Roll has partly attributed the low turnout to Libby not being able to compete with wages of larger cities. The country’s depressed economy may be another factor swaying applicants from moving to a new job, according to Sgt. Duane Bowers of the Montana Highway Patrol.
Bowers is down one trooper, meaning that he and three others take calls in all of Lincoln County and as far east as Kalispell – 24 hours a day, seven days a week.“In my case I had three people who said they were very interested in coming here,” Bowers said, “but people are hesitant to move with the economy the way it is.” One of the interested parties just bought a house in Kalispell, Bowers said.
The cost of moving coupled with the risk of not being able to sell a home at a reasonable price could be enough to keep people from making a move. Since a trooper retired about a month ago, Bowers has worked overtime to cover some of the gaps and sometimes schedules Kalispell troopers to cover Lincoln County.
Sheriff deputies also help by responding to highway accidents, but must usually wait for a trooper to process the scene.“It (officer shortage) is really noticeable for HP (highway patrol) being gone because we have to wait longer on accidents,”

Does anybody care why these Officers Quit? Why they walked Off the Job? Why did the Chief of Police in Libby Really quit, it makes no sense, weeks before he had put in for the chief of police in Eureka from what I heard. You pay their wages and you are getting no where near the Truth, there is no way to Stop Corrupton, Cover ups and Side Deals in Libby and it is getting worse.
Why are we, Eureka Montana STUCK with the lack of Ethics and Accountability coming out of Libby Law Enforcement and Governing Bodies when YES we pay for it but it has nothing to do with us and yet keeps us from justice, jobs, civil rights and human decency.
Town Council members call me, I got the story quite awhile back on Who and Why the Sheriff Office wanted to take over the Libby City Police, the Budget Money was one very big reason. This guy told me horrible things cops did to teenage girls and when he spoke out, they took away his contracts. In Libby with real estate so bad, and the Asbestos Issue never ending, it is tough to make it and the County Contracts, threats of Economic Terror.. running you out of business.. these threats are very real and they shut people down.
Why do we have to stay associated with that? You can create jobs for Eureka, you can make money online, the Commissioner can create jobs .. they got the money.. they certainly got the Time so what Stops them.. to much time and budget spent on their wages being raised, patting each others backs and kissing each others asses.
This Stuff Affects you, you pay for it.. and on top of this you need to be asking how many lawsuits over the last decade has Lincoln County "Settled" on with YOUR Money, how many are they creating the potential for daily?

The Lincoln County Sheriff’s Office and Libby Police Department are working their way up to a full force, good news in a county that has experienced law-enforcement shortages.“It’s tough on everyone,” said Capt. Roby Bowe of the sheriff’s office.
“We have more call-outs and more overtime.” The sheriff’s office employs roughly 20 officers, according to Bowe, and had two vacancies up until recently. One deputy will finish field training in a month, Bowe said, and a second officer has been tentatively hired to become the Troy deputy. The Libby Police Department was hard-hit last month when two officers and the chief of police resigned in practically the same week. However, two new officers have been hired since then, and interviews for a third officer – paid for through stimulus funding – are expected to occur this week or next week.
The city is still seeking a chief of police as only one applicant surfaced after the first month long search. Mayor Doug Roll has partly attributed the low turnout to Libby not being able to compete with wages of larger cities. The country’s depressed economy may be another factor swaying applicants from moving to a new job, according to Sgt. Duane Bowers of the Montana Highway Patrol.
Bowers is down one trooper, meaning that he and three others take calls in all of Lincoln County and as far east as Kalispell – 24 hours a day, seven days a week.“In my case I had three people who said they were very interested in coming here,” Bowers said, “but people are hesitant to move with the economy the way it is.” One of the interested parties just bought a house in Kalispell, Bowers said.
The cost of moving coupled with the risk of not being able to sell a home at a reasonable price could be enough to keep people from making a move. Since a trooper retired about a month ago, Bowers has worked overtime to cover some of the gaps and sometimes schedules Kalispell troopers to cover Lincoln County.
Sheriff deputies also help by responding to highway accidents, but must usually wait for a trooper to process the scene.“It (officer shortage) is really noticeable for HP (highway patrol) being gone because we have to wait longer on accidents,”

Flathead City-County Health Department officials did say that H1N1 is affecting both children and adults within the county, and that it also appears that the number of people experiencing flu-like symptoms is increasing in Northwest Montana.
North Valley Hospital in Whitefish and Kalispell Regional Medical Center have both reported an increase in lab testing in response to flu-like illness.
The H1N1 vaccine is not yet available and Health Department officials do not expect to receive the vaccine until mid to late October.

Rep. Rehberg Hospitalized, Boat Crash Under Investigation

Rep. Denny Rehberg (R-Mont.) and four others were hospitalized Thursday after a serious boating accident, and Montana law enforcement officials are investigating whether alcohol played any role in the crash, state officials said Friday.
Rehberg and state Senate Majority Whip Greg Barkus were hospitalized in Kalispell, Montana, along with Barkus's wife, Kathy, and two Rehberg aides. All five were in stable condition Friday afternoon, Kalispell Regional Medical Center spokesman Jim Oliverson told The Sleuth.
Their 22-foot boat ran aground on the rocky shore of Flathead Lake, near the town of Bigfork, sometime between 10 p.m. and midnight Thursday.
The congressman sustained a broken left ankle and "quite a bump on the head" in the boat crash, Rehberg's former chief of staff, Eric Iverson, told Montana state reporters during a conference call. Iverson, who still does crisis management for Rehberg, reportedly said the congressman underwent surgery to repair his ankle.
He said the congressman was not driving the boat.
Jim Satterfield, the regional director of Montana's Fish, Wildlife and Parks agency, tells The Sleuth that his agency, the Montana Highway Patrol and the Flathead County Sheriff's office are jointly investigating how fast the boat was going, who was driving and "whether alcohol and drugs were involved."
Asked if alcohol was found on board the boat, Satterfield declined to comment. "An investigation is underway," he said.
All five people aboard the boat, including Rehberg aides Dustin Frost and Kristin Smith, were taken to Kalispell Regional Medical Center, three by helicopter, two by ambulance.
Oliverson had no information on when Rehberg or any of the others might be released.
Rehberg spokesman Jed Link released a statement saying the congressman was "doing well. His thoughts and prayers are with everyone involved. We will continue to provide information as it becomes available."

It was a short stop, and the group then headed to the west shore for dinner at The Docks restaurant in Lakeside, arriving around 6:30 p.m. Rehberg said he spent much of the evening talking to people on issues including health care, carbon control legislation and taxes, referring to the event as “a working dinner for me.” He had steak and potatoes, and ordered a pint of Cold Smoke beer from the bar, a Scotch Ale-style beer produced by the Kettle House brewery in Missoula, which Rehberg said he had never tried before.
“That probably lasted me a couple of hours,” Rehberg said. “It’s more something social to have in your hands.” Eventually someone bought him another round, before he finished his first drink, Rehberg said, and he does not recall if he finished the first beer, estimating he consumed less than two drinks over the course of a three-hour meal.
His blood alcohol content, taken three hours after the crash, was 0.05, below the legal limit. He was not driving the boat at any time. Flathead County Attorney Ed Corrigan said Barkus was drinking the night of the crash, and authorities have yet to release his BAC level the night of the crash. Rehberg said he did not see whether Barkus was drinking at the restaurant, and did not see any sign that he was impaired at all as the group got back on the boat at around 10 p.m.“I saw no signs of impairment at all, none,”
Rehberg said. Earlier in the evening, Rehberg said Kathy Barkus had a small container of margarita in a cooler on the boat when they picked up the group in Bigfork. Corrigan has also said investigators believe the boat was doing 40 miles per hour or faster when it crashed, but Rehberg said it felt much slower, more like 25 miles per hour. "

It's all part of training he and a select cadre of officers in Idaho and Texas have received in recent months to draw blood from those suspected of drunken or drugged driving. The federal program's aim is to determine if blood draws by cops can be an effective tool against drunk drivers and aid in their prosecution.
If the results seem promising after a year or two, the National Highway Traffic Safety Administration will encourage police nationwide to undergo similar training.
For years, defense attorneys in Idaho advised clients to always refuse breath tests, Ada County Deputy Prosecutor Christine Starr said. When the state toughened the penalties for refusing the tests a few years ago, the problem lessened, but it's still the main reason that drunk driving cases go to trial in the Boise region, Starr said.
Idaho had a 20 percent breath test refusal rate in 2005, compared with 22 percent nationally, according to an NHTSA study.
Starr hopes the new system will cut down on the number of drunken driving trials. Officers can't hold down a suspect and force them to breath into a tube, she noted, but they can forcefully take blood — a practice that's been upheld by Idaho's Supreme Court and the U.S. Supreme Court.
The nation's highest court ruled in 1966 that police could have blood tests forcibly done on a drunk driving suspect without a warrant, as long as the draw was based on a reasonable suspicion that a suspect was intoxicated, that it was done after an arrest and carried out in a medically approved manner.
The practice of cops drawing blood, implemented first in 1995 in Arizona, has also raised concerns about safety and the credibility of the evidence.
"I would imagine that a lot of people would be wary of having their blood drawn by an officer on the hood of their police vehicle," said Steve Oberman, chair of the National Association of Criminal Defense Lawyers' DUI Committee.
The officer phlebotomists are generally trained under the same program as their state's hospital or clinical phlebotomists, but they do it under a highly compressed schedule, and some of the curriculum is cut.
That's because officers don't need to know how to draw blood from a foot or other difficult sites, or from an infant or medically fragile patient, said Nicole Watson, the College of Western Idaho phlebotomy instructor teaching the Idaho officers.
Instead, they are trained on the elbow crease, the forearm and the back of the hand. If none are accessible, they'll take the suspect to the hospital for testing.
In a nondescript Boise office building where the Nampa officers were trained, Dowell scanned his subject and prepared to draw blood. Chase Abston, an officer taking his turn playing a suspect, recoiled a bit, pressing his back deeper into the gray pleather chair.
Dowell slid a fine-gauge needle into the back of Abston's hand. Abston, who had been holding his breath, slowly exhaled as his blood began to flow.
All the officers seemed like they'd be more comfortable if their colleagues were wielding sidearms instead of syringes. But halfway through the second day of training, with about 10 venipunctures each under their belts, they relaxed enough to trade barbs alongside needle jabs.
They're making quick progress, Watson said. Their training will be complete after they have logged 75 successful blood draws.
Once they're back on patrol, they will draw blood of any suspected drunk driver who refuses a breath test. They'll use force if they need to, such as getting help from another officer to pin down a suspect and potentially strap them down, Watson said.
Though most legal experts agree blood tests measure blood alcohol more accurately than breath tests, Oberman said the tests can be fraught with problems, too.
