Lincoln County Tax Appraisals - Way To High and Nothing Can Be Done, and in a Time of Economic Collapse
"Schweitzer rejects 2nd request for special sesson on reappraisal, calling it 'fool's errand'
HELENA - For the second time this fall, Gov. Brian Schweitzer has rejected a call to summon legislators into special session to address some large increases in property tax bills stemming from the latest reappraisal.
The latest call came from the Northwest Montana Association of Realtors in a letter sent to Schweitzer on Monday by its government affairs director, John Sinrud, a former Republican legislator from Bozeman. Sinrud made the letter public Wednesday.
Sinrud's letter said many business and residential property owners are "shocked by the large increases in estimated taxes that will have to be paid on their current properties, either homes or businesses."
"Some property owners may be forced out of their homes due to the unreasonable and unfounded increases in their property values which could result in paying excessively higher taxes," Sinrud said.
Schweitzer made it clear in an interview he won't be calling a special session at the cost to taxpayers of $80,000 a day.
"To call a special session to bring the same people back that crafted this bill and refused to listen to the information provided might be a fool's errand," Schweitzer said.
Sinrud's letter discussed House Bill 658, by Rep. Mike Jopek, D-Whitefish, which the Legislature passed seeking to reduce the financial impact of reappraisal on many property owners. The letter said several inconsistencies were used in the assumptions for the bill that showed "overwhelming biases" against specific regions in the state, including the Flathead.
The association asked that Schweitzer and the Legislature work in cooperation to hold a special session dedicated "solely to resolving the current inadequacies in our reappraisal process."
It wants him to call a special session before Dec. 31 so legislators can adopt "a stop-gap measure to solve the current reappraisal problems." Then it wants the Legislature to establish a committee to come up with "a permanent equitable solution to Montana's property tax issues" and present a bill to the 2011 regular legislative session.
In response, Schweitzer said Jopek's HB658 passed the House but was rewritten by the Republican-controlled Senate Taxation Committee and was ultimately passed over Jopek's objections. He said his administration didn't support the rewritten bill and warned of its consequences.
Schweitzer said he received the final version of the revised bill on his desk two days after legislators adjourned so he couldn't issue an amendatory veto as he sometimes has done. He ultimately let HB658 become law without his signature and criticized it.
The Democratic governor questioned whether the Republican senators who rewrote Jopek's bill would listen to any advice from the administration the second time around.
"Meanwhile, the Legislature will be meeting again in 14 months," Schweitzer said. "Maybe the best solution is for the voters to find new legislators who will listen to people like Mike Jopek and the Department of Revenue."
Schweitzer said he made it clear before the session that the Legislature shouldn't "raise an additional penny for the state of Montana because of the changes in value. We don't need the money."
In September, Schweitzer rejected a demand by Republican legislative leaders for a special session to address higher than anticipated property value increases, and thus higher property taxes, for commercial or small-business property owners.
Residential property values rose by an average of 54 percent statewide in the latest reappraisal, with the percentages varying widely by county and within counties. Likewise, commercial property values went up by an average of 43 percent, while agricultural property increased by an average of 32 percent. The value of forest land rose an average of 24 percent.
Sinrud's letter said a study done for the Legislative Finance Committee showed 11 counties will be disproportionally affected by higher than expected residential property values, including Flathead, Lake and Lincoln counties.
However, the report by the Legislative Fiscal Division showed that the actual average residential increases in Flathead and Lake counties turned out less than the Legislature anticipated, although Lincoln County's average was twice as high as expected. "

Something To Hide, just Thugs, What was the Reason for the Recent Break Ins..
Funny how the local Restaurants have web cams and security for recording robberies and break ins and these recordings are happing out of state or at least not on the property... but insurance offices, real estate offices and YOUR County Offices well they just don't seem to get this web cam thing. Your tax dollars pay for those county offices and yet the computers are used for sending harassing emails, your not getting true justice.. and for some reason from what I heard there wsa a fire set to the Judges files.. WHAT?
Why are these files not on disc? Why are they not in a fireproof box or containment area? Some folks have called me and suggested that it was not a real break in but instead a break in to remove evidence, to steal and burn files to remove evidence.. so what happened? Well rest assured there will be no prosecutions on this one.. and if it was just robbers, bored teens or the like well we get robberies in Eureka on and off, last year the Title Company and other businesses right.. the "bad guys" no they won't be really charged so the crimes continue.. just as the rapes did.. no prosecutions means that local law chooses the criminal over the victim.. it is just the way it is...

Montana Grand Jury - How do We STOP Corruption in the Montana Judicial System?

What Can be Done in Montana to STOP the Corruption.. ?what I have been told, shown and heard of over the last 1.5 years and on top of a lifetime in Montana, I see no way to Stop the corruption as the Law is irrelevant, it is based on the opinion of local judges state wide, based on attorneys and their friendships and quickest pay off. Be it Rape, WR Grace Victims, Real Estate Fraud, Robberies, Embezzlement, or other horrible crimes.. well there is only Politics, only Opinion of judges.. and there is no way to STOP corruption among the very legal system itself as the innocent are constantly set up, discredited, and "proved" by illegal and false means to actually be the guilty one.
I see no really way to stop the corruption in the courts and to STOP judges, law officials, Montana County Attorneys, Montana Mayors, Montana Sheriffs .. no way to STOP the local law and government in place that is to uphold the laws.... you simply have to live with it and to pay their wages to Set You Up, Discredit You, Lie To, Keep you in the Dark, Fail to Prosecute real crimes while they set up cops, local citizens, bloggers, law abiding citizens when they try and do the Right Thing and when they point out laws that are being broken and who is breaking them..
There is no way in the State of Montana to Stop these things.. many counties report, un-officially of course of a whole lot of suicides where there is no gun, there is no real evidence as to suicide it is just the official story and a way to kill off the truth.. meanwhile the newspapers fill your head with flat out lies, LIES that 2 years ago I never would have believed existed to the depth that they do. Now in 2009 we have many political figures asking where the money went, and calling for an audit of the Fed because of that same cover up. In fact Ron Paul has a bill, HB1207 that has enough sponsors to make it veto proof in the House.
Leroy also made a case for 14th Amendment fraud on a massive scale. That fraud has been promulgated according to Leroy, mostly by Federal Judges by acquiescence if not by actual formal participation over the entire period since the so called ratification of that same 14th Amendment. For Some Reason I have Many that "turn on" me because I am For Oath Keepers
I really do not understand this in any way as what Oath Keepers means to me is the hope that there are Law Enforcement, Officers, Military out there that will take honor in defending and protect the constitutions of the United States. And to me this means less cops that will beat people, violate civil rights, participate in set ups and corruptions.
to Me Oath Keepers is a very big place to start in saying I work for the people, the civilians who pay me and I will not harm them or follow orders to harm the..
I have had people I have known for quite awhile turn on me due to talking positive about Oath Keepers, I just don't get it... I guess those folks have not seen the kind of corruption, violence, violation of rights in law enforcement that I have. Yes there are radicals that support Oath Keepers, oh well, there are radicals in anything, but if we do not have honorable law enforcement and Military that really does not want to harm us and will not obey orders to harm us, then we have fear and no hope of a peaceful life... especially in these coming changes..
as I look back over all the information given to me from decades of Lincoln County, I see that had our officers been "into" Oath Keepers, then hundreds upon hundreds of innocent tax paying citizens would not have been harmed or had their rights violated.

The declaration, signed Friday night and announced Saturday, comes with the disease more prevalent than ever in the country and production delays undercutting the government's initial, optimistic estimates that as many as 120 million doses of the vaccine could be available by mid-October.
Health authorities say more than 1,000 people in the United States, including almost 100 children, have died from the strain of flu known as H1N1, and 46 states have widespread flu activity. So far only 11 million doses have gone out to health departments, doctor's offices and other providers, according to the Centers for Disease Control and Prevention officials.
Administration officials said the declaration was a pre-emptive move designed to make decisions easier when they need to be made. Officials said the move was not in response to any single development.
Health and Human Services Secretary Kathleen Sebelius now has authority to bypass federal rules when opening alternative care sites, such as offsite hospital centers at schools or community centers if hospitals seek permission.
Some hospitals have opened drive-thrus and drive-up tent clinics to screen and treat swine flu patients. The idea is to keep infectious people out of regular emergency rooms and away from other sick patients.
Hospitals could modify patient rules — for example, requiring them to give less information during a hectic time — to quicken access to treatment, with government approval, under the declaration.
It also addresses a financial question for hospitals — reimbursement for treating people at sites not typically approved. For instance, federal rules do not allow hospitals to put up treatment tents more than 250 yards away from the doors; if the tents are 300 yards or more away, typically federal dollars won't go to pay for treatment."

Some hospitals have opened drive-thrus and drive-up tent clinics to screen and treat swine flu patients. The idea is to keep infectious people out of regular emergency rooms and away from other sick patients.
Hospitals could modify patient rules — for example, requiring them to give less information during a hectic time — to quicken access to treatment, with government approval, under the declaration.
It also addresses a financial question for hospitals — reimbursement for treating people at sites not typically approved. For instance, federal rules do not allow hospitals to put up treatment tents more than 250 yards away from the doors; if the tents are 300 yards or more away, typically federal dollars won't go to pay for treatment."

Trial begins in lawsuit against maker of Zometa
MISSOULA, Mont. — A trial is under way in a Montana woman's lawsuit against Swiss drug maker Novartis Pharmaceuticals Corp., and attorneys say the verdict could have national significance.
Peggy L. Stevens sued Novartis last year, contending professional negligence for failing to disclose health risks associated with the bone-strengthening medication Zometa. Stevens, who has lymphoma, developed a degenerative jaw disorder after taking the drug.
Novartis faces Zometa-related lawsuits from about 550 plaintiffs nationwide. Many have been consolidated in a Tennessee federal court and New Jersey state court.
Linda Morris of Anchorage, Alaska, is a plaintiff in the consolidated case. She says her attorney attended parts of the Missoula trial last week because the verdict could set precedent for the other cases.

Montana Sues Over Bonds
"Several states, including Montana, plan to sue the federal government over billions of unclaimed savings bonds.
The bonds date all the way back to the World War Two era, when national fundraising efforts were underway.
Patriotic Americans bought them, but with a catch...they wouldn't be paid off for 40 years.
Now billions of dollars worth of savings bonds remain unclaimed, most of them forgotten about with the death of the original purchasers.
Now Montana, along with five other states, is making its case against the federal government, claiming that under the 10th Amendement of the Constitution, the states have the rights to unclaimed funds.
Montana's Attorney General, Steve Bullock, states that, "It makes much more sense, rather than have the money sit in the Treasury, for Montana to take charge of its part."

ST. IGNATIUS - Come graduation day at the Montana Law Enforcement Academy in Helena, Wayne Ternes says you can often find agencies trying to recruit officers who have been through the 12-week course on another community's dime.
Finding - and keeping - qualified law enforcement officers can be a monumental challenge for Montana's small, rural communities, to the point that they'll fight each other to get them.
"It is a problem," says Ternes, executive director of the Montana Public Safety Officer Standards and Training Council, also known as the POST Council. "It's been seen in small cities and towns all over the state."
When a police officer or deputy is hired who has not been through the academy, the hiring entity has one year to make sure they attend the academy's intensive three-month course, which is offered three times a year, and become POST-certified.
In most cases, the officer is paid a salary while attending the academy, and his or her tuition, room and board are picked up as well.
It's tough for small towns with limited resources to invest that much time and money in an officer, and then lose them, Ternes says.
That prompted the Montana Legislature in 2005 to enact a law allowing communities to enter into contracts with newly hired officers requiring them to repay some of the costs of training if they leave early.
The contracts are "kind of open," Ternes says. "The law doesn't say how much they have to repay, or how long they have to stay. It's up to the agency and officer to negotiate the terms."
It's also up to the agency to have the contract signed at the time of hiring. They can't do it retroactively, although some have tried.
"I always advise agencies to put it in place," Ternes says. "They can at least recover some costs if an officer leaves. Of course, they still lose the officer."
And that means starting the process all over again.
Here in St. Ignatius, the difficulties in maintaining a qualified police force have erupted into a debate in the race for mayor. A challenger has accused the incumbent of illegally employing a former chief of police who has never attended the academy.
Mayor Charley Gariepy says the former chief, P.D. Van Hoose, was hired as a reserve officer, not chief, and he was under the impression that was fine with the state.
Gariepy says he wanted Van Hoose, who served as police chief from 2004-07, to return temporarily and groom Officer Shay Clairmont for the chief's job.
Clairmont has attended the Montana Law Enforcement Academy, and is POST-certified. The second officer on St. Ignatius' two-person police force is currently enrolled in the academy.
Ironically, Van Hoose says that second officer has already been approached by another small Montana town interested in hiring him away from St. Ignatius after he graduates.
And the whole thing started when Van Hoose's replacement, Jerry Johnson, left for a better-paying job with benefits at the Sanders County Sheriff's Office.
"The toughest thing for these small communities is that what they're able to afford doesn't compare with larger agencies," Ternes says.
The POST Council is advertising for a new position, a compliance officer, whose job will be to travel around the state making sure all peace officers under their jurisdiction, whether they work for the state, county or a municipality, are qualified for their positions.
"It's not to hammer on anyone," Ternes says. "Our job will be to help them get in compliance."
But there's nothing the POST Council can do to help them retain qualified officers.
"Whether it's a small town like St. Ignatius or Hot Springs on your side of the state, or Bridger or Fromberg on the other, they may only have enough in the budget to pay $9 or $10 an hour," Ternes says. "How can they compete, once an officer is trained, with larger agencies that pay $20 to $22 an hour to start? What young person wouldn't jump at the chance to earn $10 more an hour by making a move?"
Incorporated towns and cities are required by law to provide law enforcement for their communities. The Montana Law Enforcement Academy charges them $1,200 to train an officer they've hired.
Individuals who attend on their own pay $4,200 for the 12-week course, but priority is given to officers who have already been hired.
Ternes says some communities, such as Harlowton and Hardin, have given up trying to keep police departments staffed and operating, and instead contract with their counties to have sheriff's departments provide it.
That, too, can get dicey for a small town, Ternes says. Citizens may not be happy with the level of patrol, and when contracts come up for renewal, sheriffs or county commissioners may see the contracts as a way to squeeze out more money for financially strapped departments.
Only Shelby has found a way around it (see related story). For almost three decades, their city police department has been consolidated with the Toole County sheriff's office.
"Those towns up in the Golden Triangle are really good about those sorts of things," Ternes says. "Instead of Shelby, Valier, Cut Bank, Conrad and the rest all buying their own street sweepers, they buy one street sweeper and one Lowboy trailer, and drag it around the triangle."
Of course, keeping the streets clean is a different matter from keeping them safe, Ternes says, and St. Ignatius is not alone in the challenges it faces to provide qualified law enforcement for its citizens.
Fairview, he says, can't compete because of the oil boom. "They can drive a tool truck around the oilfields for $20 an hour, and the town can only afford to pay officers half that," Ternes says.
Baker, he says, put an officer through the academy, then lost him to the Montana Highway Patrol when the town couldn't afford to give him a raise. In Boulder, the county seat of Jefferson County, a city police officer can double his or her salary by getting hired as a sheriff's deputy.
And every time an officer leaves, it's up to the town to recruit, hire and pay for training a new officer.
Then, they have to hope they get a good one who sticks around.

An attempt to recall Lincoln County's duly elected sheriff ended in an unmitigated failure.
The petitioner, Ginny Emerson of Eureka, failed to turn in a single signature before a three-month deadline expired last week.
But the failure, according to Emerson, is not her own. Rather, the blame lies with the cowering Lincoln County public, she intimated in a written excuse released to the press. (Throughout this process, Emerson herself has declined to answer any direct questions from us.)
It's commendable to question the sheriff's procedures and decision. It's quite another thing to allege his incompetence and launch a recall, which is a very serious and difficult matter indeed.
Having undertaken such an enormous task and failing, Emerson now insinuates that "questions still to be answered are the concerns and fears of the many people that we spoke to about signing the petition and business owners fearful of hosting the petition in their place of business."
That's pure hogwash.
"It takes a lot more than a sheriff in Libby to scare the folks we know in Lincoln County." ( I Have to Interject HERE folks.. No it does not take more then a Corrupt Law to scare people, the law sets you up you go to jail, you lose time and money, you lose your job... and many have lost their lives, family have spoke about it.. The suggestion that county residents were too afraid to sign Emerson's petition is a laughable ( They were Deathly Afraid.. Really - I heard it with my Own Ears, over and over again)...evasion to steer away from her utter failure through an ineffective campaign to even collect the required number of signatures to carry the recall forward, let alone scrutinize its merits.
Emerson refused to say how many signatures she actually collected, and her unaccountable petition is worth noting for this reason. She has been a candidate for county office in the past. She has said she likely will be in the future.
If she does, we have confidence voters will demonstrate the courage to vote accordingly."

An attempt to recall Lincoln County's duly elected sheriff ended in an unmitigated failure.
The petitioner, Ginny Emerson of Eureka, failed to turn in a single signature before a three-month deadline expired last week.
But the failure, according to Emerson, is not her own. Rather, the blame lies with the cowering Lincoln County public, she intimated in a written excuse released to the press. (Throughout this process, Emerson herself has declined to answer any direct questions from us.)
It's commendable to question the sheriff's procedures and decision. It's quite another thing to allege his incompetence and launch a recall, which is a very serious and difficult matter indeed.
Having undertaken such an enormous task and failing, Emerson now insinuates that "questions still to be answered are the concerns and fears of the many people that we spoke to about signing the petition and business owners fearful of hosting the petition in their place of business."
That's pure hogwash.

If they wanted to sign a petition, nothing this side of the grave is going to stop them. Intimidation doesn't work with the courageous business owners we know. If they wanted a petition on their front counter, you'd see it there.
And if residents were being bullied in any way by a big bad sheriff in Libby, they'd speak up about it on their own, loud and clear. ( Again LIES, they are Deathly afraid, the JP, the Courts, the Cops, the Sheriff - people say they have been lied about and set up and the real criminals walk, people are really bullied.. Ask the People.. Who Do you Believe .. ALL the Real Tax Paying Citizens or an Ad Based Newspaper..)
The suggestion that county residents were too afraid to sign Emerson's petition is a laughable ( They were Deathly Afraid.. Really - I heard it with my Own Ears, over and over again)...evasion to steer away from her utter failure through an ineffective campaign to even collect the required number of signatures to carry the recall forward, let alone scrutinize its merits.
Emerson refused to say how many signatures she actually collected, and her unaccountable petition is worth noting for this reason. She has been a candidate for county office in the past. She has said she likely will be in the future.
If she does, we have confidence voters will demonstrate the courage to vote accordingly."

No Recall, No Recourse, No Remedy

Now just wait a minute. The recall didn't go through and some of you out there who have put allot of effort into it are probably feeling pretty discouraged, I bet. There seems to be no end and it's at every level of government corruption. Can there be a another way to get the sheriff out of office, or get him to step down. I believe there is. I am angry at the rape issues just as much as you are. I am angry of the entire lack of due process denying a concealed permit. Those are issues hard for me to be able to get involved with.
I have not the proof of the rapes, and I did not apply for the permit. But one issue that does effect me and every single one of you in this county is the people elected with a fiduciary obligation.(An individual in whom another has placed the utmost trust and confidence to manage and protect property or money. The relationship wherein one person has an obligation to act for another's benefit). That would be a Sheriff, judge, cop, what have you.
They contracted into this obligation through their oath of office. While these people are in this capacity, and they commit fraud, theft or conspiracy to deprive you of your rights it makes a simple crime they commit a whole lot worth.
So to get to my point I am talking about the issue of Mr. Sheffield. With him not being a peace officer under state law, and the sheriff appointing him, with all the money they stole from you, with the courts who took your money, the clerk who received your money, the jailer who took you when he released you to him. All of this constitutes fraud and conspiracy, and theft of the highest sorts. All because of Mr. Sheffield was never a cop ab initio(from the beginning). There never was any jurisdiction. Every one that touched the tar baby is in violation of law.
It is almost Halloween and there are allot of costumes out there to buy. I think this year I want to be a COP. I buy my cop suit, and my badge, I grab my gun and oh yea let me not forget my bubble to put on my car. I take my car driving around and watch other drivers. I all of a sudden think I see some one violate a Motor vehicle code. I turn my bubble on and he pulls over for me. I go through all of the same traffic routine as all the other cops and this guy has no idea I am in my Halloween costume.
Now I give him a citation and I give it to a judge. The judge, either knowing or not knowing, it doesn't matter because they are deamed to know. So this judge sees the man and tells him to pay the clerk. The man gives his hard earned money to the clerk.

Do you see where I am going with this? This is Fraud, Theft, and robbery with a weapon, because I was carrying my weapon. And every one who touched it is involved. Or what if i arrested this person? I take him to libby and now I give him over to the jailer. Now I just committed aggrevated kidnapping, displaying my weapon. I give him to the jailer, who now is complicite. This jailer then posts a bond(ransom). None of this is real because I am not really an officer and all I want is your money, and also all of these other people.
Now to my real point, would any one out there who reads this and has been pulled over by Mr. Sheffield and has not been retracted their money , or has lost their liberty in any way, even a roadside stop!!!! "People buying ammunition in California will soon have to be thumb-printed and dealers will have to keep records of sales, under legislation that Gov. Arnold Schwarzenegger signed into law.

After vetoing similar bills three times since 2004, Schwarzenegger signed AB962 by Assemblyman Kevin de León, D-Los Angeles, on Sunday, saying he now believes it will promote public safety.
The measure is California's first statewide regulation of ammunition sales.
It survived close votes in both the Assembly and state Senate and strong opposition from gun-rights organizations, which succeeded in stripping a provision that would have required sellers of more than 50 rounds of ammunition a month to be licensed by the state.
Starting in July 2010, the new law will require dealers to keep records of handgun ammunition sales for at least five years, and store the bullets securely out of customers' reach.
Like gun transactions, all ammunition sales will have to be face-to-face, a requirement that will force online buyers to arrange delivery of ammunition to a seller in California. Another provision makes it a crime to knowingly sell or give ammunition to someone who cannot possess it legally, including felons, gang members and the mentally ill.
As of February 2011, all ammunition-buyers will have to provide a driver's license or other state identification and a thumbprint.
De León said Monday that the bill gives police "a valuable tool to crack down on armed, dangerous criminals and gang-bangers in our communities."
Opponents said the restrictions would burden gun owners and dealers without impeding criminals.
"Ammunition or ammunition purchaser registration, in any form, serves only to infringe upon the rights of law-abiding citizens," Gun Owners of California said while the bill was before the Legislature.

Apparently the Owner of the Chrysalis School in Eureka Montana has threatened parents of some of the previous girls, students at Chyrysalis with suing them over what I have posted. I would NEVER post this stuff from ONE story, from ONE source, I have to anonymous information mailed to me via USPS, I have gotten emails from more then one source. So why is the Owner of the Chrysalis School in Eureka Montana threatening to Sue one family?
Could it be he is preying on their vulnerability or their gullability and wanting to get more money out of them. The Chrysalis School makes VERY big money and they are said to convince parents to leave their kids even when it does not seem right ... and because of Greed.
if Kenny has Threatened you by Phone, tape the call and POST it to YouTube, if you have been emailed or mailed threats POST IT online, do not give in and Pay the owner... Listen to your daughters, how can this many stories all be false.. really.. when do we give Teenagers a Voice... these young woman deserve to be heard.
And Kenny, who has not YET threatened me and seems to be going for the deepest pockets.. well if he has done these things or there is potential of it, why not investigate the Chrysalis School, interview years and years of students, talk run aways from their or locals who have "rescued them" on the county roads of Eureka Montana. Look for the Truth and NEVER ever simply believe a counselor over a student because the have more money, more degrees, more power, are an adult, or whatever reason you listen to them over these girls... Listen to the Stories and make up your own mind.
Listen to YOUR daughters and DO NOT be blackmailed into paying the Owners just because your afraid you might be sued. You should care more about if what is said is TRUE, finding that TRUTH and if it is TRUE then suing hte school and stopping this horrible behavior.. Do NOT be Bullied and Throw your Daughters integrity, truth, and respect out in trade for empty threats AFTER Your MONEY...

Kenny told me that if I didn't stop "lying" and being lazy... putting these wet towels in the closet he was going to shove one in my mouth and after that make sure I was sent to a lock down type facility where I would "have to ask permission to breathe". I was very frightened. they finally figured out there was a leak but I never got an apology from anyone, the short-term lock down probably would have been better than the two and a half years of utter hell I went thru there. They (Kenny and Mary) are typical scam artists...
Many "therapists" there ARE unlicensed even though every girls parents still have to pay the 50+ grand it takes to stay there a year!...Kenny hires male staff members as positive male role models for the girls, however I can recall one of my best friends right before she got to leave Chrysalis recount how she had sex in a shed with another male staff who mysteriously quit shortly after.
Kenny too, had very physical relationships with some of his "favorite" girls...I would consider my father and I to have a close relationship but in no way do we embrace constantly or sit on each others laps. this was too way too weird and it was uncomfortable...HE IS A PERVEEEEEEEEEEEEEEE!
They send the girls to Lincoln Co. High school and expect them not to talk to or associate with any of the "unapproved" kids who drink on the weekends like normal kids..which is pretty much the entire school!!! so most of the girls are outcasts.Many Many staff members flock in and out...they realize that they work like slaves and don't get any recognition or pay...
I saw about 15 staff come in and out in the 2 and a half years I was there. I have so much more! it's been about 5 years since I graduated the program and I still have a strong strong resentment against Chrysalis and other places who support institutionalized child abuse...as a mother myself now, I'm horrified that there are places like and WORSE than Chrysalis in MT and other states who do not regulate private alternative therapeutic programs.
I am a member of an association called CAFETY which calls these programs on their bullshit and brings to light these issues...If someone ever told my daughter they'd put a towel in her mouth and send her to a private juvenile prison facility no matter what she did wrong or touched her inappropriately I would let them have it...there needs to be advocates for these poor girls...they are not treated like Americans, much less human beings.
I know they feel totally powerless and CANT have voices or else they will get reprimanded and threatened badly...girls are supervised the first year on the phone with their parents! I mean COME ON! It is hysterical how even in this bad economy, the place is STILL open and M and K still are buying new vehicles,toys, properties all over the world (Chile, Mexico, Hawaii, just to name a few) etc., prospering over these naive, vulnerable parents and children and getting tax breaks for community service projects the girls do.
When will the conservative MT government step in and say enough is enough for these programs...do they bring in more money for the state? HELL NO...so what's the issue? Money. these places have so much money they can hire lobbyists and even bring in their own students to Helena to protest against regulation (which Mary and Kenny have done)...its a cycle! One Experience at the Chrysalis School in Eureka Montana.
Some Information from a Former Chrysalis School Student..

"There are so many things I have conflicting feelings concerning
I came to Chrysalis the very last day of August, 200X. I had just completed a very grueling wilderness program (I mean grueling! So much so that it was recently closed down and is still involved in a class action suit) and had never before been west of the Mississippi. My dad and I pulled up to the main house, and were first greeted by Kenny (owner)...who showed my dad and I around. He was so nice and seemed much like my dad. I immediately felt safe. I realize later that this is more for show when the parents are present.
I was then separated from my dad and my personal belongings were searched. I was very vaguely walked through some of the basic rules - there are SO many rules that its impossible to keep track. Most people would think that perhaps a rulebook would be appropriate when they're are several dozen rules to follow, but at Chrysalis, you are on your own. I was "called out" on these in the most humiliating fashion a few days later.
I told my dad goodbye. I did so in a very casual fashion, as if I would be speaking to him very soon again. Little did I know that my conversation with my parents would go from daily (the way it had been for the past 17 years of my life) to 45 minutes, once per week. Oh, and that every word was monitored by my therapist.
It was very difficult to become adjusted to, but I began to blend in with Chrysalis life. It was so difficult to learn every name! I actually began to enjoy my new environment.
I met with my first therapist (who was very cold and harsh) - not a pleasant experience, and started school.
In Chrysalis there are three "levels" that you work through in order to graduate from the 18-24 month (typically) program. Girls may be on a particular level anywhere from 6 months to a year. With each level comes different privileges, and responsibilities. At level one, I was restricted to going to school on the Chrysalis property (home schooling), while some girls on level two, and three were permitted to attend LCHS.
There were always four therapists at Chrysalis, each girl had one of the four. Every girl that each therapist had (usually about 8-10 girls) was considered a group that met twice a week for "circle" - our group therapy sessions. In addition to our group circles, we had a "house" circle (all girls in a particular house - there were 2 main residences) or a "big" circle (every girl) that the owners (Kenny and his wife Mary) would be present in.

In the circle we would talk about "business" (ex: I would raise my hand, and once called on would mention that who ever's weekly chore was cleaning the classroom bath, that they needed to step up on replacing the toiletries), and then would talk about deeper stuff....which would always be about how some girls were doing. Very rarely were some girls praised...typically circle was for holding girls accountable for whatever they were doing wrong.
My first circle was absolute hell. I remember several therapists "calling me out" for my behavior (which I didn't know I was exhibiting) and little rules I had been breaking all week. The girls, there were around 20+ that night, all staring at me at once, took turns telling me what I was doing wrong all week. I will never forget what some of the girls said to me. I felt humiliated, and cried.
I was put on gag order from one of my roommates, called "ten feet"...in which we couldn't communicate whatsoever indefinitely. From that moment on, until nearly a year later, when I decided to run away....my every waking moment was spent walking on eggshells.
Your behavior is modified in such a way that rather than looking for something admirable in your fellow Chrysalis girls, you would begin to look for every flaw in character or behavior, and rather than having direct communication in private about this, you were encouraged to bring these things up in circle...so that the person in question would be subjected to humiliation, and feelings of shame as they are publicly embarrassed, in front of other student and staff.
We were made to write in journals, at least one page everyday - and it was checked everyday. Each week you are required to give your journal to your therapist, who reads them, and writes in them...with red corrective ink (not kidding).
I still have all of my journals...and I've read them since I've been out. Everything I wrote was very fake, and not how I genuinely felt. I couldn't use my journal as an outlet because of the monitoring. Every element of our lives was monitored....either by staff of every girl.
Back to the rules...when you break a rule, such as forgetting to perform your chore for the day, or not making your bed up to par, you were given a consequence. At the end of the week, you are required to perform duties for your consequences. My favorite was scraping out the cracks in the wood floor with toothpicks.
I was sent to Chrysalis for behavioral problems and substance abuse. Due to the severity of my addiction, it was essential for me to attend AA meetings every week. Each Friday night we were allowed to go into town and attend these meetings if we needed it. My therapist thought so, and I certainly never debated it - I traveled a very hard road before I arrived at Chrysalis, by the time I arrived I had finally realized that I had a major problem.
BUT, if myself, or another girl with substance abuse history had consequences at the end of the week, we were made to stay home and perform our consequences rather than attending a meeting.
I'm all for missing out on watching a movie, or having my down time in order to perform a consequence....but missing an AA meeting when you're an addict can be a very big problem.
We were nearly all medicated and it was highly encouraged. I began taking a medication for my depression and anxiety disorder.
So for the next several months I was the epitome of a perfect Chrysalis girl. I had straight A's in school, did my chores very well, was very forthcoming in my therapy, any making a lot of progress. I graduated to level two, and was allowed more privileged. At levels two and three we are allowed "visits" to go home and see our families. The higher our level the more time we are allowed to go home, and more often.
However, the first time I saw my parents after entering Chrysalis, was just a few months into the program. I was still a level one...so my parents came to see me during Thanksgiving.
They stayed in Eureka but I was not allowed to stay with them overnight, and was only allowed to spend time with them for a certain amount of time each day. Even during Christmas some girls were not allowed to leave the school and were not able to see their families.
I recall one of the girls being "pulled out" (though she was really forced to leave by the owners) of the program because her mother wanted to see her more often than the owners would allow.
At level two we were allowed to communicate with certain extended family members and friends, as long as they were "approved". To be approved meant that they had to lead healthy, drug free lives. I only had two friends that were deemed to be approved, and would write to them via snail mail.
I flew to my grandparent's house and spent Christmas with my family members. I had just become a level two (at record time) and was expected to follow every little rule while off campus (couldn't wear eyeliner or listen to unapproved music or watch unapproved television - anything with curse words, drug references, etc.). Once I returned to Chrysalis after my visit, I began to change.

I missed my family more and more everyday...and the real world was something that had become some distant and unreal to me that I longed for it so much. I still progressed very quickly and well in the program, but had increasing feelings of depression, and wanting to run away.
Running away was something that rarely happened at Chrysalis, mainly because there wasn't anywhere to run, but that didn't stop some girls. The first girl who ran away while I was there was a level one - who hadn't been there but about two months. It was just after Christmas, and the temperature was subzero, with several inches of snow on the ground. This girl, whom we'll call Betsy, decided it was dire enough to leave in just a light jacket, jeans, and her Ugg boots in the middle of the night while everyone was asleep.
You probably know that there isn't much of anything in the several miles between the school and the town, and what Betsy did could have bee fatal. But a stranger picked her up and she somehow was obtained by her family several days later. They never told us any details about it - they probably didn't want us to get any ideas.
When a girl would run the therapists and owners would announce it in an emergency circle, and would then describe the girl as having betrayed us...that what she did was an "F*** you" to all of us...and we then began to hate her for it...though I remember being secretly jealous of her for her new found freedom.
I became a very highly respected girl and that means that Mary and Kenny would like you more. Without our parents, we all seemed to be desperately trying to be in their good graces, and fighting for their attention...as if we needed to feel like beloved daughters...a feeling we couldn't have first hand with our own parents while at Chrysalis.
All the girls were pushed to have a deeper spirituality. Many of us came from different religious backgrounds...Buddhist, Jewish, Christian, etc. I was raised Catholic. However we weren't allowed to attend worship services that were available in Eureka that we may choose. Instead of going to a Catholic church (which I would had have preferred), we had to go to the Episcopalian church - and EVERY girl had to go...even if you were sick.
SO to fast forward to how I fell from grace at Chrysalis...it happened in June of 2006. I had started to become extremely honest with my therapist (which by the way, was my third therapist in a matter of months....for some strange reason the staff had a very high turn over rate...hmmmm.....) about my feelings of wanting to leave...or run away. She didn't really pay that much attention to it though oddly enough, because running away was the biggest mistake you could possibly make.
I would break down into tears at random and wouldn't calm down until I spoke to her about it. It was very overwhelming, but it became a little better over the next few months leading up to my departure. I honestly wanted to graduate from the program...I didn't want to mess up. I was desperate for the feeling to ease up.
I had a scheduled visit with my parents (my very first home visit) in May and was SO very excited. It was everything I could have hoped for. As my father dropped me off at the airport, we held each other and cried. I had an overwhelming feeling of dread. As I walked to my gate I waited for our boarding call, and once it came...I decided to run. My bags made it back to Chrysalis, but I never did. I called a friend to come pick me up and I never boarded the flight. I disappeared for several days, and resurfaced to frantic family members and a VERY pissed off Mary and Kenny.
***By the way, I turned 18 ... while at Chrysalis and Mary and Kenny and the school staff forced my parents into making me sign some sort of legal document that essentially said that I was unfit to care for myself and extend my parent's guardianship until I was 19 years old - I found out later that it would never hold up in court and that the document was essentially null and void***
My personal items were never returned and they initially refuse to give my parents their money back for the tuition they payed in advance for time I was no longer there (legal action compelled them to pay up, however). My parents were initially infuriated with me, but after they too were subjected to Mary and Kenny's wrath, they began to realize that what they had so wanted for me had never been real.
I was set to go to the University of Montana that fall, I'd been accepted before I ran, and wanted to finish my high School career in Montana. In order to have the six month requirement, I would have to finish at LCHS. My parents agreed that it was best. We developed a plan by renting a place for me to live by myself in Eureka, a new car, and everything I needed.
Mary and Kenny however were furious and threatened me not to come back to the town. I still loved them, and held out hope that they still loved me. So I did something that no girl in the school's history had ever done....I asked to come back to let the girls talk to me, and me to them.
I wanted them to have the closure they needed, and I didn't want them to hate me or feel uncomfortable when they saw me around town - I wanted them to know I was still the same girl they knew...I was asking them for something I used to dread...I wanted one final circle, and it was going to be all about me.
As I walked up to the main house for the first time in months, I was different in appearance...I had dropped weight (you were scrutinized for wanting to have control over your body by taking smaller portions..you had to eat a certain amount, nothing less - I know, I was called out for it several times) and had a tan.
Yet, I still wore light makeup and appropriate clothing, as if I were still a student. I was greeted (rather, my father was greeted modestly and me not at all) by Mary and Kenny and escorted into an empty room. Moments later the girls filed in, with not one smile. They had stone faces. I began by breaking into tears and telling them the truth...that what I did was impulsive, not planned...that I never meant to hurt them. I could tell that they had already been prepped for this moment. They spoke to me like I was a different person, an evil person. My best friends were ripping me a new one. After an hour of this, I wanted so badly to hug them...but they were excused and filed out. Not one hugged me, told me that they forgave me....nothing.
Mary and Kenny never once acknowledged my existence, never made eye contact....not once. I cried myself to sleep that night.
I finished out high school a LCHS and moved on the college. I'm 21 now, and though I've reconnected with my Chrysalis friends, it took them leaving/graduating for them to be able to freely talk to me and be real about their feelings. AT my final circle they hadn't been allowed to.
Over the past few years I've learned later that while I was there, (I learned this first hand from the girls themselves) there had been sexual relationships between some of the girls (secretly), drugs snuck into the school and used on campus, inappropriate relationships between councilors and students, etc.
What they're trying to accomplish at that school is very admirable and good, but how they're going about it is detrimental and abusive. It needs to change.
I feel certain that there are several former students whom attended with me, would be willing to speak to you about their experiences - as well as former staff members.
Things that have occurred at the school have festered and angered me over the last few years of my life.
The mission and intentions of Chrysalis are very honorable, and good for young women.
I think they've strayed from their morality and ethics as therapeutic professionals. Things need to change. But know that in many ways they did help me, teach me, and opened my eyes.
They saved my life. I was slowly killing myself with high risk behaviors, and though their methods may not be what is best, they want to help girls like me. They did help me. I think we owe it to struggling young girls who will have Chrysalis in their future, that they will get more out of it than I did, because it could have been better. We could help their success rate. Sadly, many of the girls (even graduates) have reverted back to their old behavior.
I'm part of a very small percentage who actually "get it", and have excelled. I still use some of what Chrysalis has taught me in my daily behavior - especially in my spirituality and how I've learned to treat people and treat myself. That started with that program.
Chrysalis has the potential to be incredible, with a near perfect success rate.
